List of Products at Risk of Trade Remedy Investigation and Circumvention

The Trade Remedies Authority has published a warning list of products at risk of investigation, application, or circumvention of trade remedy measures from major markets such as the United States, the EU, Australia, and Mexico.
Among them, many Vietnamese steel products are included.

Steel and Steel Products

– Cold-rolled flat steel products exported to the EU
Reference HS codes: 7209.15, 7209.18, 7209.25, 7209.26, 7209.27, 7209.28, 7211.23, 7211.29, 7225.50, 7226.92
The EU has imposed anti-dumping duties on similar products imported from China and Russia.
In the first half of 2025, Vietnam’s exports of cold-rolled flat steel to the EU reached USD 88.4 million, up 21.5% year-on-year, accounting for 9.8% of the EU’s total imports of similar products.
With rapid growth, although Vietnam’s share is not yet significant, exporters should note the risk of the EU initiating an anti-dumping investigation if export volumes continue to rise.

– Tinplate exported to the EU
Reference HS codes: 7210.11, 7210.12, 7210.70, 7210.90, 7212.10, 7212.40
The EU has imposed anti-dumping duties on similar products imported from China.
In the first half of 2025, Vietnam’s tinplate exports to the EU reached USD 67.7 million, up 60.7% year-on-year, accounting for 7.3% of the EU’s total imports of similar products.
Vietnam’s share of EU imports is increasing, and exporters should avoid using major raw materials imported from China for production.

– Iron or steel fasteners exported to the EU
Reference HS codes: 7318.12, 7318.14, 7318.15
The EU has imposed anti-dumping duties on similar products imported from China.
In the first half of 2025, Vietnam’s fastener exports to the EU reached USD 144.8 million, up 47.5% year-on-year, accounting for 8.5% of the EU’s total imports of similar products.
With fast growth and a notable market share, exporters should be aware of the risk of an EU anti-dumping investigation.

– Organic coated steel products exported to the EU
Reference HS codes: 7210.70, 7212.40, 7225.99, 7226.99
The EU has imposed anti-dumping and countervailing duties on similar products imported from China.
In the first half of 2025, Vietnam’s organic coated steel exports to the EU reached USD 66.8 million, up 63.7% year-on-year, accounting for 8.8% of the EU’s total imports of similar products.
With a sharp increase and notable market share, exporters should be cautious of potential EU trade remedy investigations.

– Hot-rolled structural steel sections exported to Australia
Reference HS codes: 7216.31, 7216.32, 7216.33, 7216.40, 7228.70
Australia has imposed anti-dumping duties on similar products imported from Japan, Korea, Taiwan, and Thailand.
In the first half of 2025, Vietnam’s exports reached USD 24.1 million, up 409.5% year-on-year, accounting for 24.4% of Australia’s total imports of similar products.
With rapid growth and large market share, Vietnamese exporters should be aware of the risk of Australia initiating trade remedy investigations. Exporters should also avoid using major raw materials imported from China.

– Hollow structural sections exported to Australia
Reference HS codes: 7306.30, 7306.61, 7306.69, 7306.90
Australia has imposed anti-dumping duties on similar products imported from China, Taiwan, Malaysia, and Korea.
In the first half of 2025, Vietnam’s exports reached USD 9.7 million, up 65.3% year-on-year, accounting for 7.9% of Australia’s total imports, making Vietnam the second-largest supplier.
With increasing exports and notable market share, there is a risk of Australia initiating trade remedy investigations on Vietnamese hollow structural sections.

– Prestressed products exported to Mexico
Reference HS code: 7312.10
Mexico has imposed anti-dumping duties on similar products imported from China, Spain, and Portugal.
In the first half of 2025, Vietnam’s exports reached USD 24.8 million, up 447.1% year-on-year, accounting for 28.2% of Mexico’s total imports of similar products.
With rapid growth and large share, there is a risk of Mexico launching an anti-dumping investigation.

– Prestressed concrete steel wire strand exported to the United States
Reference HS code: 7312.10
The United States has imposed anti-dumping and countervailing duties on similar products from 22 markets, including Malaysia, Indonesia, Thailand, Taiwan, India, China, Japan, and Korea.
In the first half of 2025, Vietnam’s exports reached USD 15.8 million, up 8.2% year-on-year, accounting for 26.3% of total U.S. imports of similar products.
This product faces a high risk of U.S. trade remedy investigation due to rapid growth over the past three years and significant market share. Exporters should avoid using imported raw materials to prevent becoming targets of anti-circumvention investigations by the U.S. Department of Commerce.

– Stainless steel flanges exported to the United States
Reference HS code: 7307.21
The United States has imposed anti-dumping duties on similar products imported from China and India.
In the first half of 2025, Vietnam’s exports reached USD 8.9 million, up 55.5% year-on-year, accounting for 8.6% of total U.S. imports. Vietnam is currently the third-largest supplier after Italy and India.
This product is at risk of U.S. trade remedy or anti-circumvention investigations. Exporters should avoid using major raw materials from China and India.

– Flat cold-rolled stainless steel exported to Thailand
Reference HS codes: 7219.32, 7219.33, 7219.34, 7219.35, 7219.90, 7220.20, 7220.90
Thailand has imposed anti-dumping duties on similar products imported from Indonesia and Malaysia.
In the first half of 2025, Vietnam’s exports reached USD 16.8 million, up 66.6% year-on-year, accounting for 8.2% of Thailand’s total imports of similar products.
With fast growth and notable share, there is a risk of Thailand initiating anti-dumping investigations.
